Here we are at the end of the year again We hope you are all enjoying the holiday season as much as we are. It is amazing how quiet it gets in this industry at this time of the year. Is anyone working? Our year in review will be coming in January so we will keep this short.
DRIVER INSPECTION REPORTS - The FMCSA has delayed implementation of driver inspection reports required under the agency’s new regulations for intermodal chassis. The deadline for having a process to handle reports has been pushed to June, 2010, although all other rules went into effect December 17, 2009.
CONGRESSIONAL MOVES - Before departing for any holiday break, Congress approved more than $40 billion in new highway spending for 2010. They also approved a truck-weight exemption which allows trucks weighing up to 100,000 pounds to use interstate high-ways in Maine and Vermont. They also dropped the prohibition for funding the federal pilot program allowing trucking across the U.S./Mexico border. Of course as the program is no longer in place funding it is not important.

We hope you all had a pleasant Thanksgiving break. How did we get to the end of the year once again? With the holiday season upon us, we wish you all health and happiness.
This month we report:
HOURS OF SERVICE RULES. As we reported last month there is some movement underway to modify the hours of service rules. The DOT has advised that it will have new hours of service rules to the White House in 9 months and publish a final rule within 21 months. Perhaps the hours of service rules will be finalized by the time they open the border, as they both seem to have taken a extraordinarily long time.

The new CAB website will be up and running any day now! We are excited about the changes which are being implemented on the site. If all goes well the new interactive site will be up and running in November. We plan on incorporating industry polls and RSS feeds, as well as providing an open forum to allow readers to share comments with the industry. Comments are appreciated and we look forward to your feedback on items that we can add to the site to better inform the industry of relevant events and to facilitate interaction between companies insuring the transportation industry.
For our premium subscribers, we also note an addition to the submission report. We now include the ISS-D (Inspection Selection System-Driver) and SEA (Safety Evaluation Scores) scores for your motor carrier. For those of you not familiar with these scoring categorizations, both are promulgated by the FMCSA to evaluate the safety performance of a motor carrier. As a general principle that will occur if the motor carrier has, within the past 24 months, either a poor safety record or has had very few safety inspections relative to the number of vehicles it operates.

Here we are again. Another fall season is upon us. Just amazing how time flies. It never seems like there is enough time to get everything done and it seems like I am always writing one of these articles. Hope things are going well for you. This month we report:
NAFTA - The Inspector General for the U.S. Department of Transportation has released a report on the status of the FMCSA cross-border operations. While recognizing the inroads which have been made by the FMCSA, the report indicates that there remain inconsistencies in reporting traffic convictions of Mexican drivers, and there are still questions about Mexican drivers holding multiple licenses in order to avoid the impact of an offense which would otherwise disqualify them from operating in the U.S. A full copy of the report can be viewed here.
In other NAFTA news, the BTS reports that inter-country trade was down 31.5%. Surface transportation, or freight movements by truck, rail and pipeline, accounts for about 88 percent of U.S. trade with Canada and Mexico. The value of imported trucked goods from Canada was 34.8 percent lower, with the value of exported goods dropping 28.8 percent. In trade with Mexico the value of the imported goods dropped 18 percent and exported goods dropped 14.3 percent.

By clicking a button you can get detailed crash reports that offer information not available anywhere else, including the crash events as recorded by the investigating officer and links to any other commercial vehicles that may have been involved in the accident. Additionally, full itemized reports are available based on the individual violation categories to allow underwriters and claims adjusters to focus on specific issues without needing to weed though overwhelming amounts of data. To complete the circle, full integration with our VITAL search engine has been included with all of these enhancements, and a full historical VITAL report can be accessed by simply clicking on a VIN or License number from any of our online reports.
